Well he just just wrestle in his current weight and learn to work harder and be more responsible in the future to make his lighter weight class.

If you want to do it the unhealthy and dangerous way just do cut the cals low, and train alot of aerobic exercise. Then before the meet have him sit in a sauna.

He'll be weak, tired, unhealthy and ready for his match.

Losing weight is mostly diet, you can do all the sweating you want...but unless you want to die you won't "train to sweat" for 3 weeks. It would just be water weight. If you need to - cut water right beforehand. It makes no sense at all to cut water 3 weeks prior.

Speed in what manner? Linear running? Sprawling(for wrestling), lateral movements?

Be more specific, then we can help you.

Btw, why would you want exercises that make you sweat? What will you accomplish by sweating?

there is nothing healthy about loosing 20 pounds in 3 weeks. Also, I can't imagine him being at the level of performace he wants to be at after loosing that much in a short time.
