    Are you kidding?

    Read this - Perfect diet

The only way I build muscle is by eating clean and building just muscle while NOT adding much (if any) fat...

okay, good read. good to know. I was just wondering if it was possible because of all the stuff I have read saying you need to be on a caloric surplus to gain, but when I had gone to pick up my new protein I asked him about a slower gain and he pointed me in the direction of protein with like 1/7 the amount of calories as the protein I had before. also I find I am a person that when they bulk, they put on too much fat. so with a diet like that you don't need to be on a caloric surplus then I take it? maybe just a little bit above maintenance?

a little above maintenance = a caloric surplus.

A slight caloric surplus is good, this will allow you to add muscle... like more pounds like more calories and stuff. But too much of a caloric surplus and you will gain the fatsies.
So if you are super clean with your diet and know the exact calories you need it will be e z 123.... but for many of us not so gifted/dedicated people we have to add some fat while we bulk, then cut it off in phases.

Also people often have strength gains while cutting, mostly because they are being so strict with their diets, and weren't before.

Also, if you're gonna buy protein, make sure it's JUST PROTEIN. There will be a little bit of carbs/fats in the protein powder but make sure it's kept to a minimum. Bulk gainer powders are full of junk that you don't need.
