1. No. Power week is to focus on the fast twitch fibers.
2. Both will work. Try one for a while and see how your body responds. If you are not satisfied, try the other split. There is no one size fits all in this game. You need to find out what works for you. I currently am trying an upper/lower split for a few months to see if I like it. Monday upper, Tuesday lower, Thursday upper and Friday lower.
