Walking, if he doesn't already. Swimming is good, also bike riding. He doesn't have to set up a complex HIIT routine, just get more active to start with.

Just get him to run a mile or so, until he feels almost confortable doing this, and increase the pace, or distance by 10% each week. Do this to start with. Just go at a pace which he finds confortable, but a little challenging, and then get him to push it more and more as he gets fitter.

When he can do 3-4 miles confortably, you could integrate some HIIT.

You want to quantify what you mean by he is "active?" Has he ever done cardiovascular intensive activity for any steady duration of time before? If not, he should probably build some kind of conditioning base and just start with some steady state cardio and build it up there. You don't want to start with intervals; he'll just puke and start hating cardio and never do it again.

What equipment does he have available if anything?

Sounds like he doesn't really need any more cardio. To get in shape, he should balance out his other biomotor abilities and physical characteristics with resistance training and mobility/flexibility work as well.
