    Am I missing something?

Some very good friends were visiting over the Thanksgiving weekend. Their 16 year old son was with them and he and I started talking about routines. He in a weightlifting class at school. They workout four days a week, one hour per session. My routine was:

    Monday & Thursday
    Bench
    Triceps extensions
    Rows or Pulldowns
    Barbell curls

    Tuesday
    Squats
    Calf raises

    Friday
    Deadlifts
    Calf raises

He told me his gym teacher wouldn't let them do deadlifts because he didn't want to take a chance on them getting hurt by doing such an explosive movement. But after further questioning I found out one of the movements they have to do to pass the class is Power Cleans. WHAT? Deads are too explosive but he's got them doing Power Cleans? What am I missing here?
Rules? You mean we have RULES for that???

Well, it's easier to do direct serious damage by doing deadlifts than by doing power cleans, but power cleans are far more technical and should only be used if coached IMO. Deadlifts are easier on the form aspect (eventhough most people do them wrong or use too much weight).

Not if the kids were properly screened

If they cannot deadlift, they definately should not be doing power cleans

thats like putting a kid on a 2 wheeler when he cant ride with training wheels

That's kind of what I was thinking. He specifically used the word "explosive". If deads are too explosive then power cleans a WAY out there.

It could be that his teacher is a moron.
So many cries of inequality stem from one of group
of people doing little or nothing and then bitching
about another group that actually does something
    to improve their lives.

At least the gym teacher is trying here, mine always just sat on the bench struggling to breath from being so out of shape while having us play floor hockey or some crap.

No gym for home, work out floor with 30, but is it for 20 like 30 lb when you no lift it to be for men, for 30 lbs instead? or half is 10 for 20 pounds?

Did the kid say that had to clean body weight or just some low amount of weight that wouldn't cause damage if it was done with poor form?
