I see wrestlers and some other people walking around with huge muscles above there shoulders around there neck... i'm curious, how do they go about building them up so big?

Traps mostly, the neck muscles themselves have a very limited growth potential.

What bout shrugs?
Redundant for most people IMO. You could throw in a set or two of (overhead) shrugs once a week, if you really want to focus on getting big traps, but traps are like your biceps when it comes to isolation work.
If you know how to do them, power cleans, power shrugs and high pulls are great for your traps.
