You can't bulk and cut at the same time. One or the other bro! Running will not hurt if you are eating the extra calorie for it. Cardio is good for you while bulking. Don't over do it

It is all up to you. In order to bulk you have to an increase in calories above your maintence intake which means the amount of calories you eat to maintain your current weight. To cut you have to eat less than your maintence intake.

You won't lose the fat, but you can lower your BF %. Think of it this way: there are two ways to reduce BF%. One is to lose fat, the other is to add lean mass without additional fat. Either one will reduce your BF percentage.

ok this is what i have decided.
I HAVE to loose that extra fat because like i said earlier im having a really tough time with clothing.
I know while bulking you gain fat(i have Bulked) but this is just pure fat conc on certain areas.
So im going to reduce my intake and workout and engage in sports and once i have reduced my fat ill start proper bulking.
now my Q is.in his process will i gain some muscle or at least shape them?

thank you

Sure you'll shape them - that's what losing fat does. It exposes more of the shape of the muscle underneath. There is no such thing as "toning" a muscle.

As a general answer, no you won't gain mass while on a cut. It's not physiologically possible to do that in a calorie deficit.

i noticed your from India. nice to see another Indian here .
I think your confused about the whole reducing fat thing. To reduce fat you need less calories in then you put out. If you want to loose fat, scrap the whole weight lifting plan and stick to the sports. Working out while in deficit will actually cause muscle loss. So reduce you calories through diet and exercise (sports) and then once your down to a fat amount your good with, then start to hit the gym to bulk. Basically... don't workout while in deficit.

Start: 130lbs
Current:steady at 155lbs (04/27/08)

WHAT???? If he doesn't work out on a cut he will lose what he has. You are in a deficit, your body will break down the muscle for fuel if not used. Keep working out, your program looks good. Good luck

Start with some general cardio, HIIT, bodyweight exercises (stick with pushups, pullups, dips, etc.), and really take care of your diet. After you've established that solid base by doing the bodyweight exercises you'll probably be ready to start bulking and think about a split routine.
