arms not growing

I have a friend who can't get his arms to grow anymore at all, he has tried everything I have suggested like changing the workout plan etc, so he posted a question at fitness-questions.com and if anyone has any ideas for him please answer his question. I feel bad for the guy because my arms are going to make his look tiny this summer  arms won't grow - Fitness-Questions.com |

man at 18 inches his arms are gaint, whats he so worryed about, maybe he has met his genetic peak, and the only way for them to get bigger is with drugs, (which i wouldnt recommend).

mine are 19 so he does not want to look small compared to me
 I think he may be a his genetic limit, but he is determined to grow  |
