Eccentric tension is good for any movement.

Isn't full ROM important also? I think both can be good as long as you understand why you are doing what you are doing.

When I train for hypertrophy, I keep tension on the concentric. I go really slow down and up while squeezing the hell out of my bicep at the top of the movement.

Both are affective. It all depends on what your goals are.

Oh shit a responce from the DR K. I was beginning to think I was invisable.

I am embarassed to say I missed the second half of the question: yes I agree ROM is important. Also agree more consentration on metabolic stress of concentric with less eccentric is better for powerlifting vs. use of both for BBing. I tend to think more eccentric (vs letting the weight fall) lends to better form although I know that's not always the case.

I personally don't extend to the fullest extent, but my arms don't naturally hang that way regardless if I am training of not.

It doesn't really matter, but I'm not sure how early you are implying the elbow stops extending.
