Which of these two regimens will work better for bulking?

Probably is a very basic question, but I'm going to ask:

Same exercises, same regimen done over 3 days or spread out over 5 days? Work harder on the days you are there in the gym and take more time off or do less and go for more days?

Is there any difference if you are on a cut?

    Thanks for your time....

On a cut, you train with lower volume. On a bulk, you have the extra calories so you can train with higher volume.

Without knowing the specific workouts you're talking about, it's impossible to speculate.

The one where you eat more food will be better for bulking.

I found that when bulking doing really heavy low rep compound movements packs on the most muscle. 3 days a week.

Not sure I agree with this. I personally think high intensity while in the gym and more rest days in order to recover and grow will help while on a bulk.

I would train with the same routine, only adjusting the diet and cardio to either cut or bulk (you may need to drop volume a bit as your calories decrease into the cut).

So you're saying you'd keep the volume exactly the same, bulking or cutting?

I don't necessarily disagree. This will however depend a great deal upon your level of conditioning. If you're a novice lifter, you'll likely need more training volume than an advanced lifter. For these folks, they surely do need to watch the volume while cutting.

In terms of number of days training, I think more rest days is prefferable. 3 training days I think is better than 5.

I think the lower your calories go, recovery time can increase so you may need to drop intensity (which may mean dropping volume). But I prefer not going too low in calories on a cut.

I personally currently train low volume when cutting and bulking.

So the general consensus is train fewer days, giving more time for rest, recovery & growth. On the days you train, do compound movements keeping the weights heavy and volume low. Eat plenty and get good sleep. That summarize it well?

    For the most part, yes.

My personal preference is to do slightly more volume when bulking, but that's just how it seems to work best for me. It's still not a boatload of volume - just slightly more than when I cut.
