However make sure he understands it's not a magic pill, if he does and he starts seeing some weight coming off, he's going to start popping them thinking that's all he needs to do.

IMHO, I think you should start him off right away on a solid weight training program. 3 days a week, compound exercises, high intensity and low reps.
Bench, squat, barbell press, and lat pull down on Monday and Friday
Incline bench, leg press, dumbbell shoulder press, and low cable row on Wednesday
preacher curl after monday and friday workouts
have him do this for a couple months and to really focus on intensity.
bench and shoulder work do 3-4 reps
squat and pulldowns and cable row do 4-6
he should only be able to do 4 of the bench presses, if he can do more, he needs more weight
do a set of each, and then repeat 2 more times. total 3 sets
if it starts getting easy, he can bump up the weight, or he can repeat for another set of each
this will lay out a solid foundation for him to work with. remember, these are COMPOUND exercises.
if he's serious about it, get him on a clean eating plan immediately, otherwise, have him start lifting, and really focus on dropping the junk food, the soda, the snacking, the candy, the SUGAR, etc.
