Im trying to locate a Mike Mentzer quote that goes something to the effect of "putting sun tan lotion on and going out in the moonlight and expecting to get a tan. Its not the lotion that gets you tan."
I think he said it during an interview. Anyone familiar with it or know it verbatim?

I know the quote you're referring to. Think I heard it a long time ago on an audio-only interview, back in the old Muscle Media 2000 days. Here's the closest thing I can find:

PART THREE: ACTUALIZE YOUR MUSCULAR POTENTIAL IN ONE YEAR!
"A person exposed to the sun's ultraviolet rays at the equator in summer would not have the slightest concern whether the intensity of the sunlight stress is high enough to disturb the physiology sufficiently to induce an adaptive response, i.e., the buildup of a suntan. His only concern, his overriding consideration, would be to properly regulate the volume (or duration) and frequency of exposure time so as not to overdose on the stress/stimulus; and, thereby, incur a sunburn or, in extreme cases, death. A person seeking to develop a suntan at the equator, or wherever the intensity of the sunlight is high has no concern that he will develop a suntan; but only if he doesn't overexpose."

John Little quoting him:

The Wisdom of Mike Mentzer (page 3)
“Overtraining is not just something ‘kinda’ negative; it’s the single worst training mistake you can make. The greater the overtraining, the more dire the consequences. It’s possible to drive yourself into an overtraining situation that takes months to overcome. If you were to get a sunburn, you wouldn’t keep going out into the sun, would you?"

I know what he's getting at but in Heavy duty I think he got as high as 9 days between workouts. Maybe if you're on gear and kill yourself in the gym for 6 hours every 9 days but thats way too much off time for me.

Ive take 14 days of in between body parts I can certainly say my strength increased significantly once my body got accustomed to it. I only train a body part a week now.

actually thats not the one I was looking for. he refers to getting a tan by moonight and thinking its the sun tan lotion that makes you tan.
Its a great analogy

?You must understand that the workout does not actually produce muscular growth. The workout is merely a trigger that sets the body?s growth mechanism into motion. It is the body itself, of course, that produces growth; but it does so only during a sufficient rest period
