need help for getting tight arms

I started at the gym this summer and I go about 5-6x p/week for about 1.5-2 hrs each time. I do about an hour or so of weights then about 30 min of moderate to intense cardio and while I have dropped about 8% body fat I still haven't been able to get my arms very toned.
Now, I know that there isn't such a thing as spot reduction, but if anyone could give me some lifting/cardio/nutrition tips on how to get rid of the gross back-of-the-arm flab it would be awesome.
 
tricep exercises are great for improving the shape of the arm, especially for women (i take it you are female).

The rest is down to cardio and nutrition. BTW you dont need to spend that long in the gym, an hour is easily enough if you work hard.
