ya-
I have no idea. It seems that there is no genuine emphasis of mediation on the civil side- or rehabilitation on the criminal side...
cops collect revenue for towns via infraction fines...
courts collect costs via fees and state and federal funding..its all a mess
prison system is like one giant monet sucking hole..with some prisoners having no business being imprisoned at all and others needing a bullet to the forehead
