Seizure Letters

I just read a post in a sponsor forum wherein the IM member received a seizure letter which was IN a pack which was obviously resealed by customs with their tape. Has anyone ever heard of this procedure ? I thought customs retains the pack and sends the letter separate.

Maybe they seized some of his pack, and left the legal things to pass thru.

I got a few packages that been send with tracking and never made it but I have never got any letter yet.

It can takes months to get one. Some never receive a letter
