In 1991 the Soviet Union fell and couldn?t get up. The Communist empire was dismantled and a new Russian Federation took its place. With the establishment of an effectively new nation, new leaders were elected in the years to follow (they were all still Communists in reality, though).
Obviously, the United States government wanted to have a certain candidate in power because he was easier to deal with than other Communists who wanted to head the Russian government. That man was incumbent President Boris Yeltsin, and the United States government wanted him in the Russian presidency instead of his hardline Communist opponent.
