Skype is also illegal in China.

India used to have anti-Skype law. That was because the teleco was a state-run monopoly.

It's not uncommon for governments to enact protectionist measures to prevent local businesses from having to compete on the open market. Depriving the people of access is an externality to the corrupt process. They probably have a state subsidised telecom company who lobbied for this law.
