Accuracy of BF Scales?

I went to the store to pick up a scale and a saw a body fat scale for only a little bit more so I decided to get it. It cost me 50 bucks and it a Tanita. input my age, sex, and height and I was wondering +- how accurate it is? It says I'm 10% so what can I expect my actual bf to be
 
Also, if this reading is even close to being accurate, should I start a bulk diet. I had been eating just above maintenance and doing weights 3x a week and cardio 5x a week in order to try and lose fat and gain muscle. I was doing this b/c I thought I was proly 15-18%bf. So if this is close to accurate should I up my calories more. I've been eating aroud 2800 and I'm 6'1 164 pounds, male, 19. And should I cut back cardio
 
6'1' 164 for pounds is way to skinny man, im 5'9 175 and im avg.
 
im 5'7 and 180 and dont consider myself big at all...my bf fluctuates around 16
 
im 5' 11" 183lbs. and 10%BF
