Is lack of blood flow one of the reasons fat accumulates in this area?
 
Partially, yes.

Probably of greater significance:

There are relatively few beta-2 adrenoreceptors (and more alpha-2) in that area. Therefore, fat is less readily mobilized in the high alpha-2 density/ low beta-2 density areas.
