Bicep Curls - Form

When doing barbell bicep curls, are you supposed to go all the way down and have your arms perpindicular to the ground or are you supposed to leave your arms at a 135 degree angle?
 
Doesn't going all the way down though relieve stress from the bicep?? Therefore, wouldn't you want to not go all the way down to keep stress on the biceps?
 
I've always heard that you do NOT want to go all the way down, and that locking out your elbow is very bad for the joint. When I do my curls, I never lock out and keep my elbow very slightly bent. Any thoughts?
 
well, i go all the way most of the time....it strengthens the bicep at the starting point. the hard part is goin from straight to up....just keep control of the weight, form is important....
