They know what the World Bank and IMF are about.
Loan money to countries to build "infrastructure" and many other things - knowing these countries cannot pay the loans back - then go after the natural resources.
During the initial Cyprus bank *cough* tax (theft) reports at 3 am in the morning Christine Lagarde's mug was all over the screen.
This was not just the European Bank, but the IMF was in on this, too.
