Not necessarily. Supraphysiological levels can tax the CNS. Hypo levels aren't good, either.
No, that is why people overtrain on steriods. They feel recovered muscle wise, but the CNS has not.
What does this mean for the lifter then? When someone is on gear I usually hear about their marathon workouts. Twice a day for 5 or more days each week.

who lifts twice a day? ive never heard of anyone who know what there doing pounding out 2 a days on cycle
