If you're restricting calories for too long is it possible that your metabolism will slow down?

Also, is it possible that your t-levels can drop from cutting for a long period of time?
 
Yes. You should take periodic diet breaks (refeeds) with increasing frequency as you get leaner or go on specific diets.
 
so on a refeed day I will be eating in a caloric surplus correct? like lets say I usually cut at 3000 cals a day. Then on a refeed day I'll go over 3000, right?
 
Correct. Read up on refeeds in the stickies. How much you need to refeed or how often depends entirely on your diet and current bodyfat levels which are currently unknown to us.
