Cycling at 20

My bro is 20 years old and wants to start a cycle. He's 6'4 at about 190lbs, real skinny. I personally think he should go legit for atleast a year but he's persistent on using steroids. Besides him being too inexperienced, is there anything wrong with cycling at 20? Isn't it the bare minimum to cycle without longterm effects? I started cycling at 21 and I don't regret it.
 
Does he even work out?
 
I usually advise waiting until 23-25... but saying so would be hypocritical because I started very young. If he cycles.... do it in moderation, use proper ancillaries, and take proper time off along with a solid PCT....

I remember him working out for about 4-5months pretty solid. He said he barley noticed any gains and I think that's what turned his interest to steroids. I worked out with him once and he doesnt really push himself at all, but I don't really wont to offend a friend so I would rather not tell him.
 
He's not going to be able to support any of the gains achieved from the steroids. He'll be taking on a bunch of risk without any sort of sustainable benefit.
 
You have to tell him the truth about his training if you care for his health. If he is not training properly that is the problem. He should be able to gain muscle naturally if he trains and eats properly. He is young and his body is already producing good levels of test. If he isn't training or eating correctly steroids are only going to do more harm than good.
