Have i been doing my rear raises wrong?

I've always done these with my body near parallel to the floor and elbows bent
kinda like a reverse fly. Should my body be a little more up rite and elbows near
straight?
 
By parallel, you mean bending over like doing a barbell row? I actually do that to hit rear delts. Standing up right will hit more lateral delts.

Your elbows don't need to be straight as an arrow, but you should keep them fairly straight.
 
Yes just like a barbell row. Think i will lower the weight next time to keep my arms straighter thanx

This.

I can bench ~200lbs

But I only use 10lbs for my rear delt moves.

Slow the movement down.
Really concentrate on pulling with the back of your arm/shoulder.

This helped me a ton.
 
I personally prefer two other movements for rear delts. Face pulls and reverse pec deck. I also do these exercises at the end of my back routine. Rowing movements and chins also hit the rear delts, so you are really torching them by doing it in this manner.
