I have a few bottle of NPP150 that have just started to show some small white things floating around(almost like tiny tiny pieces of cotton). I'm assuming this means it has crashed, partially at least.

How do you go about reconstituting this, just heat the vials in some hot water or something?
Is there any issue or risk in doing this and/or still using this gear?

I have had this before with test P. The only compound I know for sure you can't heat is tren because it oxidizes at like 140 degrees. Your Test P will be fine. Here is what I did in the past. take a small bowl and place your vial in it and fill it with enough water so the glass part of you vial is submerged but not underwater. Take the vial out and microwave the bowl of water until its simmering. Put a pin in your vial to vent it just the pin not the barrel part of the syringe. Then place the vented vial in the hot water for 10 min or so. It expands when heated so if its filled to the top you might want to draw some out so you don't lose it.

Hey bro, I agree with SoCalSwole on reheating but just a couple of things ...
Make sure you let it a cool - it's f*cking painful if you inject hot.
Also, if the gear has truly crashed then it might not be so effective. Or if it has little bits floating, it could be that it wasn't really sterile when the vial was filled.
Anyway, good luck!
