There is a short in the wire for the control panel and in the mornings it is cool and the short doesn't act up until the building warms up, when it rains the building stays cool and the short doesn't act up and he can push all the buttons.....

This building uses a crude hydraulic elevator that will send an empty car to the top floor under city water pressure, but only has enough to push it half way with a man inside, unless it rains then a water catchment system on the roof supplements the water pressure and gets him to the top floor.....(how's that for lateral thinking?

Because most sewer systems use round piping and it would be stupid/added cost to transition to a square or triangular cap piece for an entryway....
