You had to have not been a homeowner for whatever the time was 3 or 5 years...I just bought in July and was able to collect, but I never owned a house prior, you should check with your accountant just in case there are any loopholes.
i think you have to have owned & lived at your previous home for 5 years.
To qualify as a current homeowner you've had to live in your previous home for at least the previous 5 years.

There are also rural tax credits as well as USDA ones...on top of that, there are state plans that differ cross country as well.
the I know people in florida that receive as very large agricultural tax incentive, by buying up several acres and buy 1 sheep or cow...then letting it graze.

are you talking about property taxes or income taxes?
the tax incentive is appropriated through your income tax...property taxes are not done through the federal gov't. Thats a local authority (either town, county, or state...and in some shitty cases a combination of local authorities).
