There are performance reasons behind it too (Of course, not when you by chromed out 24" spinners). I bought rims for my car because the wheels were lighter and wider, thus allowing me to use wider tires (Of course, having a better rubber to wheel ratio makes a big difference as well in the form of a more rigid sidewall during hard cornering) and reducing rotational inertia during acceleration and braking. The rule of thumb is that for every pound of unsprung weight you remove it is the equivalent of dropping vehicle weight by 9 pounds. As well, 17-18" wheels are required if you want to upgrade to certain rotors and calipers.
Plus, my wheels were only $100 a piece brand new.
