This is simply another phase of the long war on the wage worker that Republicans have been fighting for decades. Essentially all of these things have to do with the Tripartite Declaration of Principles Concerning Multinational Enterprises and Social Policy which dates back to 1977.
To make a long story short it's a gentleman's agreement used by MNEs and TNE's that states they will conform to the social policies of the host country. If those policies go away then they need not provide them to their workers either.
