Im currently 19m, 5'11" 178 lbs. Is it possible for me to go on a clean bulk diet and still lose the flab around the stomache area? The diet would be used in conjunction with 2 days of cardio and 3-4 dyas of lifting.

Yes you can.... Although 'bulk' is probably the wrong word... But you can lose fat and gain lean mass at the same time if you do things correctly - and this depends on your calorie intake and your training.
