Looking for some advice

One of my closest friends is 4 ft 8, wheelchair bound, has pretty much no balance or feeling from the waist down, she is clinically obese, her doctor has advised her time and time again to loose weight. No local gym have disabled access, and she isnt able to lift dumbells off of the floor. Unfortunately she is allergic to latex and therefore cannot use resistance bands.

Is there anything she can do a home with her limitations?

A good exercise for her case and an easy practical one is the cable pull downs, she can just roll and position herself below the bar and do the pull downs. this is a very good way to work her arms biceps and back muscles and she will not need any help stabilizing her, she can also do some stretching to her back and spine. unfortunately you will have to build a pull down cable for her at home or buy some home gym pull down machine...many are cheap and come with other options like a seated press.
