I am 16 years old, about 170 pounds and 6"2'.

I have lost about 30 pounds in the last few years but i am having trouble losing the last few pounds.

I would like to burn fat and tone up. I don't really want to have really bulky muscles though.

I do about an hour of cardio each day (run, cycle, row), and do very casual weights every three days or so.

Should i do my weights before i do cardio at the gym or the other way around?

Should i be doing heavy weights or light weights/high reps?

If anybody has any tips than i would like to hear from you, anything will be beneficial.

An hour of cardio is a bit much. Typically 2 20min. HIIT sessions and 2-3 30 mins. of traditional cardio is all you need. You should always do your weight training before cardio. This way you haven't exhausted your glycogen stores during cardio.
