You're not eating enough. Seriously, The short rule assuming all else being equal is that if you're not gaining you're not eating enough.
If there isa certain number of calories that maintains your current bodyweight, you're not going to gain weight until you start taking in more than that. Assuming your training is set up correctly, you're going to gain if you're eating enough.

You HAVE to eat more. If you can't, look to more liquid meals.
