The Chinese suppliers are making their money by exporting their product illegally. The will not cooperate because cooperation means shutting the doors.
Very few of those suppliers are legitimately manufacturing anything for real pharma use.
This new program involves WADA and Interpol. The first five years is going to be committee meeting to outline the proper procedures to begin to go about implementing the plan.
