Warm up the leg muscles first and then spend time stretching, it may take years for you to be able to do a full leg split depending on your flexibility.

as far as splits, you just have to keep working at it, every week try and go a little bit lower, if you really want to do the splits I suggest you work on that stretch 2-3 times per week.
It will also take longer depending on your age and how many times per week you stretch. If you are working out hard and have lots of muscle soreness it will hinder your flexibility, at least it has for me.
It might also be the techniques you are using for stretching. There are plenty of good stretching books out, you might want to check one out and try some other stretches.
Always warm-up thoroughly before stretching. If your goal is improved flexibility you need to work on it daily. Buy a stretching book....a quick suggestion though is to hold your stretches for at least 30-60 seconds trying to stretch deeper and deeper as time passes. There is nothing wrong with spending 30 minutes daily on flexibility...in fact it is a major recommendation of general health and fitness guidelines.
