I don't really believe that either... the blood would be drained from the head almost immediately. There's no way consciousness would last 15+ seconds!
 
Do we have any volunteers for the decapitation? The guinea pig would have to wink at us as he or she is getting the head cut off.

blood carries oxygen. It doesn't matter how quick the blood flows from your head, but rather how quick your head burns the oxygen storage it has. 15 seconds is believable.
 
I dont think its a blood/oxygen issue I just don't see neurons creating action potentials.
