Upgrade Adobe Flash Player ??

I get this message every time I try to view any videos on Youtube or any other videos.

"You need to upgrade your Adobe Flash Player to watch this video."

So I downloaded this and it still doesnt work. Adobe - Install a different version of Adobe Flash Player

-Restarted browser
-Restarted computer
-Deleted all cookies
-uninstalled Adobe
-Reinstalled Adobe
-restarted computer again

No matter what I try I keep getting this

What browser are you using? Is this a work PC? Also, what's your operating system?
