since I would use my 7.62x39 for actual home defense which has an ACOG I don't want to spend a lot on an AR scope. is the Primary Arms 3x or the Barska decent enough for just target shooting at the range?

yup, either one is good, clearly not the best but i dont think thats what your after, the brands that you have mentioned are just fine for plinking, another would be a BSA.
