I am 5'10" 180 lbs at about 10% bf. I have come to realize that my proportions are not even with my upper arms - neck - lower legs. (arms:15" legs: 16" neck: 17") I will be bulking come september and I am curious to what you think I should do now.
I figure I can cut or bulk or maintain.
The reason why I would cut is for the beach and so that when I bulk ( as clean as possible) I will not have to cut as much off come next spring.
I could also just start bulking now to try to get my proportions even and so that I do not lose anymore muscle (I have been cutting/maintaining since the middle of march)
Then again I could say screw it and just eat the same and lift the same and maintain, but then again, I feel like its a waste since im not balanced
 
personally - i like to be cut during summer, and it just works out better because i'm always more active... but it all depends on what's more important to you. what is it that's out of proportion, your arms? You can still gain muscle mass while losing fat if you keep a good diet and still lift heavy, especially if you haven't been lifting for very long.
 
Id lean up for summer just because carrying around extra weight during the heat is a pain in the ass.
 
I would maintain and save the bulking for the fall.
 
By legs, I take it that's your calf measurement... I don't think anything sounds out of proportion. If you are at 10% BF, I'd probably maintain until the end of summer if you want, or start bulking.
 
I feel that my arms are too small, and I have a feeling if I cut some more I will also lose some more on my arms
