when is it enough?

if a person eats about 2400 calories but burns in one day about 2000 calories so 400 calories are left off for the bodies functions and is that enought to gain muscle?

Is there a certain number of calories needed to gain muscle mass?
 
It's hard to quantify that. It depends on your body's rate of protein synthesis, hormone levels, what the excess calories consist of, etc. You just have to monitor your progress using body fat tests, scales, the mirror, progress in the weight room, etc.
