The U.S. Army Corps of Engineers has been building levees along the Mississippi River since the late 1800s. The artificial, reenforced soil embankments are designed to curb periodic and destructive floods.

Last I remember the U.S Army fell under the federal governments responsibility.

Im gonna repost this as it speaks a great deal about the levees. Also, it states that the local authorities were very vocal about updating them, and the USACoE agreed. Over time, the amount that was proposed was like 500 million, Bush approved like 183 million in his budgets, and the house(senate, congress whatever) Agreed on like 250 million.

In fairness to bush, The were projects underway that just hadnt been finished yet(Granted, these improvements alone would have probably not stood the test of Katrina) Also, The USACoE is apparently known for being bad with money.. often building like Marinas? instead of important things..

My memory isnt crystal clear; anyone who cares about the NO situation should read the article though. Its rare Id endorse something from a Commiefornia newspaper but this seem pretty fair and unbiased.
Over time Ive noticed yahoo is actually becoming pretty reliable for stuff like that.. or maybe Ive just been lucky...(Or stupid and havent noticed :p)
