Just a clarification on 'muscle' -- she wants zero muscle -- in fact there is no such thing as "toning". It matters more about body composition - you're made up of bones, lean muscle mass, bodyfat and water (for the most part). Bone mass is static for your average adult. Water weight fluctuates w/ your daily activities. The remainder of "how you look" is made up of the ratio of lean muscle mass to bodyfat. if you do nothing but drop fat, that means you're most likely going catabolic and losing muscle. Then you end up skinny fat - the illustration of the extreme is a long distance runner. And you can still have an unexpectedly high bodyfat measure. You can also reduce the bodyfat measure by increasing muscle mass. More muscle will also make whatever fat you have, look better.
Anyway - just going off on my usual rant about women who are scared of "muscle". I get what she's probably looking for but in reality, I want to point out the importance of at least maintaining muscle mass, if not increasing it as more muscle will improve the metabolic rate the body establishes for fat burning. Focusing just on "burning fat" like w/ a lot of cardio, you're going to give up muscle mass -for women that is just not a good thing. At the very least, its a guarantee for "mom arms" when you hit your 40s.
