Shirtsleeves basically meaning broke, can't afford a jacket.
It means the generation that actually earned the money, did so by hard work, characterized by wearing short sleeve shirts because it's laborous. They build a fortune from nothing and then pass it on to their children. This 2nd generation inherits the wealth and doesn't have to work, so they don't wear short-sleeved shirts and stay inside. They pass the wealth on to their children, who have grown up seeing their parents do absolutely nothing, so they're natural born lazy fucks and squander all of the family's money, thus putting them back in "shirtsleeves" as they have to get real jobs to support themselves.
