WHouse stops pending Bush regulations for review - Yahoo! News

WASHINGTON (Reuters) ??? President Barack Obama's new administration ordered all federal agencies and departments on Tuesday to stop any pending regulations until they can be reviewed by incoming staff, halting last-minute Bush orders in their tracks.

"This afternoon, White House Chief of Staff Rahm Emanuel signed a memorandum sent to all agencies and departments to stop all pending regulations until a legal and policy review can be conducted by the Obama administration," the White House said in a statement issued just hours after Obama took office.

The review is a tool commonly used by a new administration to delay so-called "midnight regulations" put in place by a former president between the election and Inauguration Day.

Midnight regulations have been heavily used by recent former presidents, including the Democrat Bill Clinton, Republican George H. W. Bush, and most recently, the Republican George W. Bush.

Controversial late rules by the outgoing Bush administration include allowing the carrying of concealed weapons in some national parks and prohibiting medical facilities from receiving federal money for discriminating against doctors and nurses who refuse to assist with abortions or dispense contraceptives based on religious grounds.

Federal law requires a 60-day waiting period before any major regulatory changes become law, so some presidents try to publish new major regulations to ensure they go into effect before the new president's inauguration on January 20.

And so it begins...That was not a Bush Admin rule nor an idea that came from the Bush Admin.

This is what all law abiding gun owners wanted. Of course we all know how obama feels about this and his clinton chronies.

We can expect a HUGE increase in membership in pro 2A groups such as the NRA and another big spike in guns sales due to the already obvious anti gun/anti freedom/anti human rights stance being shown this early in the game...

Yep, Gun owners of america is a great one if anyone is not a member. Also get involved in grass root efforts at the state level.

I'm not yet a gun owner, but will probably be someday, and am a Clinton supporter (not so much Obama just yet). I always have strong words for those attempting to alter the Bill of Rights like this. I work in the media and we have been under fire for abusing the 1st Amendment, people try to re-interpret it to allow for censorship, so I know what it is like to have things you use all the time be altered on you.

I hate the idea of altering the 2nd Amendment because I think there is no problem with legal gun ownership (anyone remember when it was to defend ourselves against overbearing government - we're supposed to be able to match the military to some extent just incase our government decides to attack us - which has happened before if my memory serves me). Also because I know if it is changed, it won't take much of an argument to alter the others (once you can change one of the "sacred" amendments, what's to stop you from changing the rest??).

Besides, I still want to learn to use a M240, M16A2, and M4 (I want to play with all the nice toys). :D

while we're on the topic of guns...i just want to express how much I hate the state of NJ in which I reside in...I have to pay over 50 bucks for a pistol permit and I have to wait up to 3-4 month before I can use the pistol permit. It's such a damn hassle just to purchase a handgun as it is....I can't imagine if things get worse!!!!

I'm surprised you were able to get a permit in NJ at all. BTW, in NJ you can't have JHP ammo either I recall. Makes where I am (MA) look gun friendly!

Yea, what they do is give you a firearms ID card, which you need to buy any sort of firearm, and unless its a pistol thats all you need, but with the pistol you need the permit...Im sorry what's JHP?

Jacket Hollow Point. I believe NJ is limited to Full Metal Jacket (FMJ) ammo last time I looked because the idiots who made the law were under the (false) impression JHP is more "dangerous" then FMJ. That's what happens when you have people making policies/laws about something they know nothing about.

Its nice to have a new guy in office.

oh okay, gotcha now...yea it stinks...literally 15 minutes from where I live is the north eastern tip of PA...and the guys I talk to and shoot with from there have it way way easier...my buddy goes into a firearms store...picks out the pistol he wants, shows his state drivers license, and within 3 days the gun is his....it irritates me...to say the least I'll probably be moving there in the near future...

Better yet, find a state you don't have to wait 3 days being treated like you were some sort of criminal. Oh wait, criminals don't wait 3 days for their guns, my bad...

Bday is coming up in March, I'm thinking about getting two new toys...probably a mossberg 12 gauge 3" tactical...and I was going to go big and get the s&w 500 but due to the price I found, I'm thinking about a ruger or taurus 44 mag or a s&w .357

It's all about intended use. Is the S&W 500 for shi*s and giggles and hunting large bears? Ever look at the cost of the ammo? Other then bragging rights at the range with your buddies, they are essentially worthless. Decide on what fits your actual requirements, and make smart choices. Good luck.

Here in Texas you can get your handgun within a hour or so. They call in the background check if you pass then they hand the gun over to you. It is great no hassle

Yea the 500 would definitely be a once a year shooter with the cost of ammo, and more importantly just to say i have it in my collection. And yes one day when I own a home and don't rent anymore I will want a 500 to take down the black bears that decided to join the family on a sunday morning for breakfast! haha...as far as practical pistols for home defense/target, down the line I'm looking at a beretta 92 9mm and some other toys...I guess you can say I've developed a sickness.

It's funny that we're talking about guns, last night I had a vivid dream where I was protecting a large group of people from some other people and was the only one there with my sidearm, .45 glock...and as I cocked the chamber back...the whole gun instantly fell apart and I was helpless...very weird..especially for a glock dream lol

You need to learn to throw knives and how to use a spoon as a defensive weapon along with other alternatives in case your gun jams in a hairy predicament.....
