how many times a week should i do them, which ones are best for speed, and are these the best way to increase my sprinting speed? thanks!

twice, three times at most. Sprinting is the culmination of stride frequency x stride length; Uphill sprinting increase stride frequency, downhill sprinting increases stride length.

High knees, power skips help with hip flexion; leap frogs help with hip extension. The list goes on really.

Also, I recommend Beta Alanine. BA has the potential to increase your lactate threshold, which means you'd be able to hold top speed for a longer period of time.
 
Stride length is heavily influenced by your ability to produce ground contact forces. Most people just aren't strong enough to run fast.

To me squatting, deadlifting, and sprinting are going to do more for you than plyometrics. Yes, you should be including these in your training at some point, but the overall emphasis should be on leg/posterior chain strength and sprint technique.

Stop asking the same thing and expecting a different answer. Go squat, eat, and practice your position. Learn to block too.
