There are issues with the picture...
- The cops have no badges or identifying marks of any sort.
- The cops have a goofy look on their faces. Less like cops enjoying the abuse they're giving, and more like two guys playing around.
- The batons being used appear to be non-standard.
- The have vests, helmets, gloves, and batons, but no other equipment.
- The victim on the right doesn't look that concerned.
- The girls almost looks like she's laughing, but that could be a defense mechanism.
- There is a camera on a very high tripod behind the cops.
- The picture is up against a wall, giving no indication of where they are or that there is anyone else around them.
- The photo appears to be taken next to one of the cops (see the slice of the vision on the left).
It's a questionable picture.

the riot police in photo are guarding teens who were attacked by anti gay protesters. their demeanor is offensive just as a bunch of snickering American cops would be in a similar situation here. if what is going on there was going on here would it seem more serious? were riot police standing around laughing when Matthew Shepard was murdered? did our president condone it?

well explain to me why you mentioned going to a religious school, why that was a factor, in you saying you had done worse things than cut a gay boys hair off while he screamed and cried. what exactly did you do that was so much worse? i find it kinda heinous that anyone would minimize romney's attack on that boy. his own friends described it as vicious and lord of the flies.

Ive done worse things than shave a kids head. Holy shit woman. Have you ever spent time with men between the ages of 18-24? Like ever in your life? This isn't like shaving the head of a woman. Hair grows back. the kid wasn't injured. The military and colleges are full of hazing way worse than shaving a kids head, and I went to a very tame college.
you need to look at more than that. here not every police force can afford top of the line gear, have different uniforms for different weather conditions... probably the same deal there.

I mentioned it to point out that I went to a tame school by normal hazing standards, and i find shaving a kids head to be pretty tame. I've given a kid a swirly while in high school. I find toilet water way worse than shaving a kids head. I've been in physical altercations. I find punching someone way worse than shaving a kids head. the point being we've all done worse stuff than shaving a kids head.
