    New diet, check the specs?

Dude, I don't even cut at 1738.5 and I'm only 5'7. Your maintenance can be reassessed here: Carb, Protein, Fat Calorie Calculator and there's a bunch of more free calculators online. My maintenance is at 2.8K cals. Keep your protein to a gram per LBM, though many people tend to go overboard with...

Lowering Calories on Non-Workout days, CUTTING

In my opinion, I think you should keep it at this pace until you stall. You are already in good condition if you truly are at 11%. Reduce calorie intake by increments to break plateaus. Slow and steady always wins the race. Crazy deficits will just harm your progress based on personal experience.

    Question regarding Potatoes...

You cannot simply rely on the GI rating of the food, you are ignoring the fact that you are having a meal which contains other food products. Low carb/no carb?

When I experimented with Keto and Carb Cycling in the past, I kept it simple by eating ground beef, veal, turkey, pork, or chicken to make lettuce burgers or wraps, even meat loafs on the go. I also ate steak, bacon, eggs, and varieties of fish. Ensure that you take adequate amounts of...

    Excersizing and loosing weight ?

Not necessary to eliminate or reduce carbohydrate intake for cutting. Increased amounts of fats may temporarily help with satiety. Are you looking at performing a ketogenic diet? Read Lyle's book, lots of good literature about low carbohydrate intake and training.
