Are abs a good indicator?

That you need to start cutting? If for example you simply cannot gain any abs despite constant workouts and have fat on the stomach area, does this necessarily mean it's time to cut?
 
I hate cutting though. I feel like all that hard work to get my weights up is going to get pissed away. Not to mention my muscles deflate or something.

If you diet well then you will limit lean mass to a minimum.

Your muscles may well 'deflate' but that is usually related to glycogen. Give yourself a day of good carb loading and you will be fine.
 
Depends what you mean by "get abs". If you mean get definition, then yes, this is a good indicator. However, your abdominal strength should still be increasing at a similar rate of the other exercises you do. If your abs aren't getting stronger and the rest of your body is, it probably has more to do with the exercercises you are doing to target your abs than diet.
