Bulk or Cut...??

I am 16 currently 70kgs and 5ft 9inch and am trying to decide whether i should bulk or cut? I already feel I have my mind made up but I just want to see what other people think...?? Also when trying to build muscle should I go for low reps with heavy weight (6reps x 3sets) or should I go with average enough weights with more reps just to get my muscles more defined first (12reps x 4sets) ?? Also does anyone know where I could get a bulking or cutting program made out for me online because my gym instructor is away on holidays for the next month? Cheers

I would say Im in pretty good shape. My abs are all quite visible apart from the lower ones. There is a tiny bit of skin (fat I think) that is covering them from being seen. I was thinking of cutting just so my lower abs wil become visible like the rest of my abs but I feel as if I should increase my weight first by adding more muscle mass so I will look bulkyer. What do you think? Is 13% a high body fat percentage?
